H.R. 3072-To Revive the System of Parole for Federal Prisoners

Greetings,

My name is Richard Jones and I am currently incarcerated at a Federal Prison, in Elkton, Ohio, serving a 15 year sentence. I have been incarcerated 10 years as of the date of this writing, with three (3) years remaining. Since my incarceration, I have started my journey of rehabilitation. I do believe that I am ready to return to society and want
to give back to the citizens of America. Not only am I ready, but thousands of others are ready also.

In the last decade, Federal Prisons have become a warehouse for non-violent offenders who are being sentenced
to extremely long sentences without the possibility of being paroled. Because of this, the government has created
the condition where prisons are now overflowing with non-violent prisoners.

Due to this non-parole-able approach, the Bureau Of Prisons has been experiencing a dramatic budget crisis that
the bureau has no answer for. Bringing back parole is the answer to this crisis. As it now stands, the total cost to
U.S. taxpayers to house these non-violent prisoners is upwards of $7.25 billion yearly. It has been determined that
the re-entry of parole would save U.S. taxpayers $2 billion per year by taking mainly non-violent offenders out of
the system earlier and enabling them to become a part of the productive mainstream of America.

The costs of incarceration are soaring, including both the costs of building new facilities and the costs of operating
new and existing facilities. An estimated yearly cost to house one inmate per year is $40,000.00 per inmate. (wow)

New technologies, proven and in practice today in 33 states, utilize state of the art Global Positioning Satellite (GPS)
tracking and reporting solutions to supervise parolees in real time, 24/7, for as little as $4.00 per day.

In closing, the men here at Elkton are asking that society give us a second chance to be fathers to our children, and
husbands to our wives.
